Own Initiative Investigation Report: Services provided by the Department of Correctional Services at the Don Dale Youth Detention Centre

This report to the NT Government examines a number of incidents in August 2014 with young people detained at the Don Dale Youth Detention Centre involving the use of tear gas by Northern Territory Corrective Services staff. The report’s key findings include the inappropriate use of tear gas and restraints such as spit hoods, lack of compliance with the Youth Justice Act and inconsistency with obligations under the United Nation’s Convention on the Rights of the Child. Also known as the Bath Report in reference to the former NT Children’s Commissioner Howard Bath.
