Drawing on research conducted with Canadian Indigenous offenders and Australian Indigenous offenders, this paper applies the Risk, Needs and Responsivity Model of rehabilitation to Indigenous offenders. While the paper focuses on Australian Indigenous offenders, the issues raised are likely to be relevant to Indigenous groups from other countries and, possibly, ethnic minority offenders more generally. The paper concludes that while the model clearly has value, there appears to be a need to standardise risk measures across different cultural groups; interventions need to focus on both criminogenic and non criminogenic needs, including mental health needs and the needs that arise due to social and cultural isolation; and responsivity can be improved by the consideration of culturally appropriate ways of program delivery.
