Description
This report describes the process and findings of the review of progress of the agreement between the Commonwealth and Northern Territory Governments to establish a pre-court juvenile diversion scheme and a jointly funded Aboriginal Interpreter Service. The review discusses the operation of the Juvenile Diversion Scheme by the Darwin and Alice Springs Juvenile Diversion Units, including percentages of juveniles offered diversion, forms of diversion, the impact of the scheme on the number of juveniles in the justice system, and its impact on reoffending rates. While the achievements of the scheme represent a positive beginning, the report notes a range of issues which have been identified as needing immediate attention. The review of the Aboriginal Interpreter Service finds strong community acknowledgment and support for the service, but also identifies a number of administrative and program quality issues which, if addressed, would improve the service provided and the working conditions of those involved.
